An Bord Pleanala has refused permission for a proposed extension to The Showgrounds Shopping Centre in Clonmel.

The proposed development at The Galloping Fields, Davis Road, was to have included extra retail units and 532 car parking spaces, including 315 surface car parking spaces to the south and east of the extension and 217 at first floor roof level.

The inspector’s report said it was considered that a development of the scale proposed would form a strong counterweight to the retail environment of the historic town centre, which is recognised as a distinguishing feature of Clonmel in the Clonmel and Environs Development Plan, 2008. “Notwithstanding the designation of the site as Town Centre Commercial Site in the said Plan, it is considered that the proposed large scale extension would undermine the role of the historic town centre and would adversely affect its vitality and viability. The proposed development would, therefore, be contrary to the Retail Planning Guidelines for Planning Authorities issued by the Department of the Environment, Heritage and Local Government in January, 2005, where it is national planning policy to protect the role of town centres and the proper planning and sustainable development of the area.”, the report added.

Appeals had been lodged against Clonmel Borough Council’s decision to grant planning permission for the development.
