South Tipperary Independent TD Mattie McGrath has accused Environment Minister Phil Hogan of appalling arrogance following his announcement that his Department and Kilkenny County Council were implementing a €1m investment in the Ferrybank Shopping Centre on the outskirts of Waterford City.

The €1m Investment is to provide new library facilities and a new Area Office for Kilkenny County Council to transact its business in South Kilkenny. However Deputy McGrath has said that this decision is particularly galling when you consider that it is proposed to abolish or merge other Local, Town, City and County Councils in order to cut costs as is the case with South and North Tipperary County Councils.
