Wheelchair users have to be pushed out onto a busy by pass in Clonmel because trailers, horseboxes and animals had taken over a footpath that pedestrians can no longer use.
The overcrowding of the Railway Cottages and the condition of the site was raised again at a meeting of Clonmel Borough Council this week.
Cllr. Darren Ryan asked officials how much more money was going to be spent maintaining the site.

our councillor told the meeting that as part of his work he uses the by pass footpath to walk wheelchair users but that he and other assistants were forced off the footpath because of the amount of trailers, horseboxes and animals.
"We have to get off the footpath and go out onto the N24 with wheelchairs.How much more money is going to be wasted on this site.If I was doing all of this outside my own house I would be very quickly brought before the court and severely fined," said Cllr. Ryan.
Town Engineer Jonathan Cooney said an agreement had been entered into with the tenants of the houses concerning the condition of the site and the area in front of the houses.
He said the council had used a company from Cork to remove trailers from the front of the site and would not shy back from doing it again
Cllr. Ryan said the council was using taxpayers money to pay a company to come up from Cork to remove trailers and horseboxes after the council had built a new wall at the site.
"If we are paying a company in cork to come up and remove the trailers why are we not putting the cost of that back on the people in the houses there," said Cllr. Ryan.
